This book, ‘Guide for Political Parties and Candidates’, written by the former Chief Electoral Officer of Tamil Nadu, describes the electoral system and process for elections to the House of People (Lok Sabha) and the Legislative Assembly of the States/ Union Territories in India. It is based on the Handbook for Candidates, put out by the Election Commission of India in 2009 and has been brought up to date as of March 2011.
The book incorporates modifications made recently by the Election Commission in the format of Affidavits to be filed by candidates along with nomination papers, the latest instructions on accounting and monitoring of election expenditure, the revised limits for election expenses, the protocol for first level checking, preparation, storage, movement and physical movement of EVMs, and all other notifications and updates till March 2011. The supplementary instructions issued by the Election Commission to the Model Code of Conduct from time to time have been consolidated and included in the book. The procedure for registration as a political party and the procedure for registration of voters in the electoral rolls, including Indian citizens living abroad have been incorporated in this volume.
It is hoped that the book will be useful not only for aspiring candidates and political parties to update themselves about the norms for qualification and disqualification, process of filing of nominations, conduct of polls, counting of votes and declaration of results, submission of accounts of election expenses, etc., but also for others including research scholars, academicians and voters, interested in understanding the system and the entire gamut of processes for conduct of elections to the Lok Sabha and the Legislative Assemblies of States/ Union Territories in India.

A topper in MSc (Mathematics) from Lucknow University, Naresh Gupta was appointed to the Indian Administrative Service in 1973 and allotted to the Tamil Nadu cadre. While in service, he did an MA in Gandhian Thought by correspondence from Madurai Kamarajar University.
He was the Chief Electoral Officer, Tamil Nadu in two spells. He has written two other books: Electoral Systems & Process in India – The Path to Salvation published by the Bharatiya Vidya Bhavan and Democracy & Human Development in India published by the Publications Division, Government of India.
